Ernesto Maria Ruffini

He was born in Palermo in 1969 and graduated with a degree in Law from the Università degli Studi di Roma “La Sapienza” in 1994. Subsequently, until 2015 and then again from 2025 onwards, he practised as a tax lawyer, obtaining the right to represent clients before the Italian Supreme Court.

He was a member of the Advisory Committee of the Order of Chartered Accountants on tax proceedings (2013); member of the Standing Roundtable for Innovation and the Italian Digital Agenda at the Presidency of the Council of Ministers (2014); chairperson of the board of directors of the National Supplementary Pension Fund for School Workers (2015), and chairperson and Managing Director of Equitalia SpA (2015-2017); receiver for the establishment of the Italian Tax Authority-Collection (2017); director of the Italian Tax Authority and the Italian Tax Authority- Collection (2017-2018; 2020-2021; 2021-2022; 2022-2024); member of the Technical Committee for the in-depth analysis of issues relating to the procedures for the submission and management of reports from whistleblowers to the Italian National Anti-Corruption Authority (2018); member of the Inter-ministerial Commission for Tax Justice at the Italian Ministry of Economy and Finance/Ministry of Justice – Inter-ministerial Decree of the Minister of Economy and Finance and the Minister of Justice of 12 April 2021 (2021); member of the General Coordination Committee of the Technical Committee for the Implementation of Tax Reform – Decree of 4 August 2023 of the Deputy Minister of Economy and Finance (2023-2024).

He is a contributor to national newspapers on tax matters and is the author of numerous essays and articles, as well as books aimed at the general public. These include: L'evasione spiegata a un evasore: anche a quello dentro di noi (Ediesse, 2013) with a preface by Romano Prodi; Uguali per Costituzione. Storia di un utopia incompiuta dal 1948 ad oggi (Feltrinelli, 2022) with a preface by the President of the Italian Republic Sergio Mattarella; Più uno – La politica dell’uguaglianza (Feltrinelli, 2025).

He was awarded the honour of Grand Officer of the Order of Merit of the Italian Republic on the initiative of the President of the Republic (2022).
